EU Member States Agree on EUDR Revision Compromise Ahead of Parliament Vote

EU Member states agree on the compromise on the revision of the EU Deforestation Regulation (EUDR). The European Parliament is set to vote on the revised text on Wednesday, 17 December. After the vote of the Parliament, the changes will become law.

Key elements of the compromise include:

  • Postponed Application Date: The regulation will apply to all operators starting 30 December 2026, with an additional six-month extension for micro and small operators.
  • Due Diligence Responsibility: The obligation to submit a due diligence statement will rest solely with operators placing products on the EU market for the first time.
  • Commission Report: By 30 April 2026, the European Commission shall present a report assessing the administrative burden, particularly for small operators, and propose remedies such as guidelines and system improvements. If necessary, this report may be accompanied by a legislative proposal.
