EUDR: what soya businesses should know now

The European Commission has confirmed further EUDR updates. For soya businesses, the practical priorities are clear: keep product classification and roles up to date, prepare the right customs references, and do not treat certification or repository listing as a substitute for due diligence.

1. EU updates: roles, data and systems

  • A delegated act amending Annex I and updated customs guidance may affect how products are classified and checked.
  • The EUDR Information System is being improved for role registration, Due Diligence Statement (DDS) versioning, verification, account management, multi-operator API functionality and Member State access.
  • Further work is planned on system performance, resilience and application programming interface (API) documentation.

2. New EC–ITC repositories

The European Commission and the International Trade Centre (ITC) are preparing two neutral reference tools:

  • Legislation repository: relevant national laws in producing countries.
  • Certification schemes repository: public and private third-party certification and verification schemes relevant to EUDR commodities.

Important: being listed will not mean approval, endorsement, automatic compliance or a “green lane”. Operators and traders remain responsible for their own due diligence. Information will be submitted voluntarily using standardised templates, with ITC quality and consistency checks before publication.

3. Integrated Tariff of the European Union (TARIC): the practical message

The Commission’s revised TARIC data document explains how EUDR requirements are reflected in customs declarations. For soya businesses, the key point is to make sure the product classification, EUDR status and required DDS or simplified declaration reference are aligned before import or export.

  • Check whether your product is in scope, including products covered only partly by an “ex” code.
  • Ask your customs broker or national customs authority which customs information and supporting evidence are required for your shipment.
  • Take extra care with special cases such as transitional goods, downstream-operator shipments, used or recovered goods, samples and packaging.

For the full list of TARIC codes and conditions, see the Commission’s TARIC data document.
